Take your cat to the vet for a full check up. There are illnesses/diseases that can cause very bad breath. A healthy cat will not have horrible breath.

you might be feeding him the wrong food, even if you did switch food. Don't feed the cat milk, that causes bad breath. He might not have enough good bacteria in his system, I recomend the bacteria. Keep his teeth clean and tell me what happens then.
